Welcome to Police Predators, a side project that documents child sexual abuse by law enforcement officers. Every month, I’ll be doing a roundup of all the stories I could find about cops that were charged with, convicted of, and/or sentenced for their crimes against minors.


Gregory P. Block, the police captain of McBee, South Carolina, was arrested and charged with misconduct in office and obstruction of justice. Block is accused of helping a woman cover up the sexual abuse of her child by falsifying records, lying to officials, and failing to follow up on forensic reports. Block allegedly began a sexual relationship with the woman after helping her. Original story here.

Hector Carranza, a police officer in Gresham, Oregon, was arrested and charged with 4 counts of third-degree rape, 12 counts of third-degree sodomy, 5 counts of second-degree encouraging child sexual abuse, 5 counts of luring a minor, and 1 count of attempting to use a child in a display of sexually explicit conduct. Carranza was placed on leave after the start of the investigation. Original story here.

Robert Donald Levan, a retired police officer in Smithfield, Utah, was arrested and charged with 4 counts of sexual exploitation of a minor, 1 count of stalking, and 15 counts of voyeurism against a child under 14. Levan allegedly recorded hours of footage of a minor in the bathroom. The victim is a refugee from Ukraine that was staying with Levan. Original story here.

Eric Michael Gregory, a former police officer in Harrison, Ohio, was sentenced to 18 years in prison after pleading guilty to 2 counts of voyeurism, 2 counts of tampering with evidence, and 5 counts of illegal use of a minor in nudity-oriented material. Gregory recorded minors in his bathroom using a hidden camera. Original story here.

Colin Gruenke, a state trooper in Illinois, was arrested and charged with 1 count of distribution of child sexual abuse materials and 1 count of possession of child sexual abuse materials. Gruenke allegedly used the app Kik to send and receive sexually explicit photos of minors. Gruenke is also accused of having over 200 videos of children being sexually abused on a flash drive. He allegedly expressed a desire to rape children as young as one year old. Original story here.

Robert Vogel, a former police officer in Kenton, Ohio, was arrested and indicted on 6 charges, including pandering obscenity involving a minor, disrupting public service, and furnishing alcohol to a minor. Original story here.


Updates

Dariel Javier Quiles-Davila was found guilty in federal court after receiving child sexual abuse materials from a 16-year-old girl. He now faces 5-20 years in prison.

John Giarrusso was arrested again, this time on a federal charge of 1 count of receiving child sexual abuse materials. Giarrusso allegedly received explicit videos of children between ages 5 and 11.

David McDaniel was charged with 2 counts of child molesting and 1 count of attempting to commit child molesting, fondling, or touching with a child under 14. Both alleged victims were friends with McDaniel's child. They were between the ages of 8 and 10 at the time of the abuse. McDaniel allegedly confessed to his brother over the phone and said he would commit suicide, with investigators finding his "last will and testament" in his car.

Jesus Lopez, Jr., pleaded guilty to receipt of child sexual abuse materials. Lopez now faces between 5 and 15 years in prison, followed by a minimum of 5 years of supervised release and sex offender registration.

Jonathan Allen was indicted on 1 count of enticement of a minor and 1 count of production of child sexual abuse materials. His alleged victim was 13 years old.

Kevin Menon was sentenced to 4-10 years in prison, followed by supervised release and sex offender registration.

Caleb Sickinger was sentenced to 9 years in prison, followed by lifetime supervised release and sex offender registration.

Joshua Kwon was indicted on 5 counts related to child sexual abuse materials.
