A roundup of police predators

March 2024

Welcome to Police Predators, a side project that documents child sexual abuse by law enforcement officers. Every month, I’ll be doing a roundup of all the stories I could find about cops that were charged with, convicted of, and/or sentenced for their crimes against minors.


James Matthew Waltman, a Mannford, Oklahoma school resource officer, was arrested and charged with one count of rape by instrumentation and two counts of selling or furnishing alcohol to a minor. Waltman is accused of sexually assaulting a student. Original story here.

Kyle LaLonde, a Virginia Beach, Virginia police officer, was arrested and charged with attempt indecent liberties with a child less than 15 years of age, attempt indecent liberties, entice a minor to perform in child sexual abuse materials, propose sex act by communication system with a child less than 15 years of age, solicitation to commit a felony and possession of child sexual abuse materials. James Louis, a Fairfield, California school resource officer, was arrested and charged with possessing child sexual abuse materials, communication with a minor with the intent to commit a sex crime, and distributing obscene material to a minor. Louis is accused of texting inappropriately with 2 minors. He has been placed on administrative leave. Original story here.

R.A. Evick, a West Virginia State Trooper, was placed on administrative leave following allegations that he uploaded child sexual abuse materials. Evick resigned and criminal complaints have been filed. Original story here.

Ivan Delgado, a former Bridgeport, Connecticut police officer, pled guilty to two counts of first-degree sexual assault and two counts of risk of injury to a child. One of the alleged victims says Delgado assaulted her multiple times over the course of 12 years after moving in with his family following domestic issues. Original story here.

David Templet, a former Latta, South Carolina police officer, was arrested and charged with criminal sexual conduct with a minor, dissemination of harmful materials to a minor and unlawfully placing a child at risk of or causing harm. Templet is accused of molesting a sleeping child and masturbating in front of minors on multiple occasions. He resigned from the department. Original story here.

Rico Butler, a South Bend, Indiana police officer, was arrested and charged with two felony counts of child seduction. The alleged victim attended the high school at which Butler coached a basketball team. The school is also run by his mother. Original story here.

Graham Porter, a school resource officer in Clinton, Louisiana, was arrested and charged with computer-aided solicitation of a minor and indecent behavior with juveniles. Porter was fired after an internet sting. Original story here.

Davey Jonathan Sisk, a former prison officer in Virginia, was arrested and hit with charges related to child sexual abuse materials. Sisk allegedly paid a minor for sexually explicit videos. Original story here.

Joseph Carboni, a Baton Rouge, Louisiana police officer, was named in a lawsuit alleging he strip-searched and groped an 11-year-old after executing a search warrant at the minor’s home. The lawsuit says the minor was taken outside in his underwear and denied access to a restroom. Carboni was a school resource officer at the minor victim’s school, but was fired from that position following the lawsuit against him. Original story here.

The city of New Orleans is facing a civil rights trial over its handling of a case in which Rodney Vicknair was found guilty of molesting a teenage rape survivor. The lawsuit claims that Vicknair was hired by the New Orleans Police Department despite previous arrests and a conviction for battery of a juvenile. The suit also alleges that an independent police monitor reached out to the department regarding her concerns about the offending officer, but no investigation was initiated for 3 days and Vicknair was not pulled from patrol duty for a week, during which he assaulted the minor victim. Vicknair died in prison after being sentenced to 14 years for his crimes. Original story here.

Tyler Sirois, a New Orleans, Louisiana police officer, was arrested and charged with malfeasance in office, simple battery, unauthorized entry of an inhabited dwelling and false imprisonment with a weapon. Sirois allegedly came to the victim’s home several days after taking his report for a car accident and ordered the minor to strip to his boxers so he could be “checked out.” Original story here.

James Louis, a Fairfield, California school resource officer, was arrested and charged with sending, distributing or exhibiting harmful or obscene material to a minor, contacting or communicating with a minor with the intent to commit a sex crime and knowingly transporting, duplicating or possessing child sexual abuse materials or other material with the intent to distribute or show it to others. Louis was allegedly soliciting and sending sexually explicit images with 2 students. Original story here.

David Paul Cross, a Blytheville, Arkansas police officer, was arrested and charged with distributing, possessing, and/or viewing materials depicting sexually explicit conduct involving a child. Original story here.

Johnathon Taylor, a La Plata, Missouri, police officer, was arrested and charged with seven counts of second-degree statutory sodomy, six counts of fourth-degree child molestation, one count of second-degree statutory rape and one count of patronizing prostitution. Taylor allegedly sexually assaulted 2 minors multiple times. Original story here.

Kenneth Wayne Hogan, a Galveston County, Texas sheriff’s deputy, was arrested and charged with aggravated sexual assault of a child. Hogan allegedly asexually assaulted a minor between 1993 and 1997 when she was 8 to 12 years old. Hogan was placed on administrative leave. Original story here.

John Dizon, a former Newburgh, New York police officer, pled guilty to first degree rape after sexually assaulting an 11-year-old girl. Dizon faces 15 years in prison. Original story here.

Todd Eric Tripp, a former Ascension Parish, Louisiana sheriff’s deputy, was sentenced to 234 months in prison followed by 5 years of supervised release for receiving child sexual abuse materials. Tripp must also register as a sex offender upon his release. Original story here.

Samuel Kurp, a former Elmore, Ohio police officer, was sentenced to 13 years in prison followed by 15 years of supervised release for receiving child sexual abuse materials. Kurp had images of children being assaults, some of them toddlers. Original story here.

Verol Cowans, a former Broward County, Florida sheriff’s deputy, was found guilty of 3 counts of sexual battery on a child younger than 12. Cowans repeatedly assaulted his girlfriend’s daughter over the course of several years. He faces life in prison. Original story here.

Ryan Dornbos, a former Big Rapids, Michigan police officer, was arrested and charged with 2 counts of first-degree criminal sexual conduct with a child under the age of 13. Original story here.

Josue Garriga, a former Jacksonville, Florida sheriff’s deputy, was arrested and charged with lewd and lascivious behavior, obscene communication traveling to meet a minor after using a computer or electronic device, lewd or lascivious touching with a person 17 years of age or older, cruelty to child transmit harmful information to a minor, and unlawful use of a two-way communications device. Garriga allegedly maintained a relationship with a 17-year-old member of his church and coerced her into performing sexual acts. Colton Crabb, a former Blytheville, Arkansas police officer, was arrested and charged with first-degree sexual assault and distributing and possessing or viewing matter depicting sexually explicit conduct involving a child. Original story here.

Mitchell McKee, a retired Wasatch County, Utah sheriff’s deputy, was arrested and charged with human trafficking of a child, sexual exploitation of a minor, enticing a minor, dealing in materials harmful to a minor and forcible sodomy. McKee is accused of exchanging vape pens for sex. Original story here.


Updates

Preston Kite was fired following his arrest for possessing child sexual abuse materials. If convicted of all charges, Kite could spend the rest of his life in prison.

Corey Harrelson was sentenced to 10 years in prison followed by 5 years of supervised release and lifetime registration as a sex offender. after being found guilty of possession of child sexual abuse materials. Harrelson had more than 17,000 images and videos.

James Feeley was arraigned on 8 additional counts of child rape and assault.

Joel Olazabal Gudino was found guilty of child molestation and a forcible lewd act.
